- The GDRC "NGO Café"
It describes itself meeting place for NGOs to discuss, debate and disseminate information on their work, strategies and results. It certainly holds quality information on a wide range of topics, combining more academic issues (for example debates on "what is an NGO") with practical hands-on information (see "how to kick-start an NGO"). Very much fun to browse as well. Well done!

This 1991 text from the OECD's Development Assistance Committee remains a useful classic on what an evaluation is, and why and how it is done. It defines evaluation as follows:"Evaluation is an assessment, as systematic and objective as possible, of an on-going or completed project, programme or policy, its design,implementation and results. The aim is to determine the relevance and fulfilment of objectives, developmental efficiency, effectiveness, impact and sustainability. An evaluation should provide information that is credible and useful, enabling the incorporation of lessons learned into the decision-making process of both recipients and donors."

The program was developed by the World Bank's Operations Evaluation Department (OED), and the Faculty of Public Affairs and Management at Carleton University, Canada, where the course takes place. The 2007 session is now completed. Details on the upcoming 2008 IPDET session will be put online in November 2007.
