- Civil Society : Definition of Concept
Article summarises the development of the concept of civil society from Hegel, Marx and Gramsci to the Cold War and today. Thoughful four page article by Marlies Glasius of the London School of Economics. Abstract: "In the social sciences, the term 'civil society' has become almost as fashionable a buzzword as 'globalization'. However, nothing resembling a commonly agreed definition of this concept exists. Even that offered by the Centre for Civil Society based at the London School of Economics is controversial: 'Civil society refers to the set of institutions, organisations and behaviours situated between the state, the business world, and the family'. Some thinkers believe family life is part of civil society, while others believe that the business world should be included. Such debates may never be resolved by a single definition. In this feature, Marlies Glasius, lecturer at the Centre for Civil Society, traces the history of the concept 'civil society', and discovers that these disagreements are rooted in the very foundations of the idea."

- Civil society as a metaphor for western liberalism
Abstract: "The concept of civil society has become one of the most used tools both in theoretical discussions and in policy formulations. Its aspirational content in general presents an abstract idea of people's action without elaborating its particular applications in various contexts. This paper looks at one such context. It aims at analysing the particular usage of the concept in the development discussions by international donors/policy makers such as the World Bank. It adapts an anthropological understanding of the metaphor analysis framework to uncover the context and meaning implicit in the particular language of civil society organisations used by the World Bank and other similar agencies. It links the particular language back to the socio-political context from which it has emerged, to argue that the usage of civil society organisations in the specific context of development implies a normative rethinking of social relations within developing societies. The argument suggests that it is this normative approach to civil society which is an attempt to realign social relations within developing countries parallel to the western liberal model of social arrangements between state, market and the third sector. The paper then discusses the short term implications on already existing civil societies and long term implication on societies in general." - Civil society in non-Western contexts: Reflections on the
ABSTRACT: "The paper considers the usefulness of the concept of civil society-both as an analytical construct and a policy tool-in non-Western contexts drawing on a selected review of literature on Africa from anthropology and development studies. Rejecting arguments that the concept has little meaning outside its Western origins, and critical of the sometimes crude export of the concept by Western donors to build 'good governance', the paper examines local meanings being created around the concept. Nevertheless, it acknowledges that such adaptations are part of an increasingly universal negotiation between citizens, states and markets. Current efforts to bring peace in Somalia are, in part, drawing on the language of civil society. Despite the apparent novelty of the rediscovered concept of civil society, it can also be invested with historical depth in the study of citizenship, exclusion and colonialism. The concept arguably therefore has both analytical value as well as inspirational power." The growth of civil society has been accompanied by increasing pressure on the quality of the performance of civil society organisations. State decline in service provision is likewise interlinked with increasing demand on NGOs to provide high quality services. This article identifies operational lessons concerning service provision by NGOs and other civil society organisations, examines critically the relationship with government and leads to key policy issues for governments and official agencies. It discusses a wide ranges of issues under the headings concepts, issues, infrastructure and records of the global civil society. Includes very useful list of recommended reading for each chapter. A must for anyone interested in the subject. The 440 p. book can be downloaded chapterwise as Adobe Acrobat document. The Yearbook is envisaged as a landmark publication similar to the Human Development Report, The State of the World's Refugees or the SIPRI Yearbook.
